The term “artificial intelligence” (AI) refers to the development of computer systems able to perform tasks and functions that normally require human intelligence, such as visual perception, speech recognition, decision-making, language translation, and self-driving cars. Advances in AI have already altered conventional ways of seeing the world around us. This is creating new realities for everyone—with new possibilities, opportunities as well as new challenges, new threats, and new forms of disorder.
AI is also the focus of foreign policy—with both conflict and cooperation. There is a shared view that no single country can or will be able to compete or meet the needs of its citizens without increasing its AI capacity. Many countries are now engaged in technology leapfrogging. It is no longer expected, nor necessary, to replicate the stages of economic development of the West—one phase at a time.
Here, we focus on key aspects of potential Global Accord for AI. The foundations for AI global accord—in pragmatic as well as aspirational terms—consist of interconnected four-fold policy “drafts” to assist in the international community’s convergence toward a common future.
Framework for AI global Accord
Despite the rapid expansion of AI innovations and applications, the international community—public and private—is still at early stages in the development of shared AI norms, rules, standards and the like. The focus here is on initial principles for global accord.
Essential of ethics for AI
There are many statements on ethics in AI, and yet there appears to be a pervasive “ethics-in-AI gap,” one that signals a near-absence of operational attention matters of ethics in Artificial Intelligence. Some explicit moves-to-ethics are now ready for review.
Social contract for AI in the digital age
Developed by the Boston Global Forum—at invitation of the United Nations Academic Impact and associated with the UN Centennial, the Social Contract is presented in Remaking the World Toward an Age of Global Enlightenment.
Governance & Artificial Intelligence
Governance the overall framework for decision and choice. Government is about operation and implementation of decision. Here, we highlight research on AI for governance and for government.
AI Policy Ecosystem
Brief notes on Works in Progress are presented, covering National AI Policy Postures and Comparisons AI Policy Postures.
A brief summary of each is presented in the following sections. In addition, a compilation of the diverse AI national policies is in progress.
